Games asking to be activated on offline mode

I am currently on vacation, and I decided to open up Origin and play something. The only internet connection I have is my phone hotspot, but that is really slow so I decide not to use it and figured I'll have no problems. Origin opens up in offline mode just fine, I try to open SimCity, but I am greeted with the linked image. I already signed into Origin offline, but alright. Can't continue because I'm not connected to the internet. I have played SimCity on this computer before, why is it asking me to "activate" it on offline mode? This isn't the only game every game I have tried this popped up for. I decided to hop onto my hotspot and go into online mode and everything works (after having it load for an hour), go back off and it asks for it again. I sign into it on Offline mode while also connected to the internet, that fixes it, after sitting there for 15 minutes because of my hotspot. But then it only allows me to play that one game, have to do it for every other game. not doing it on this hotspot. All games I have on Origin I have ran on this laptop before.
The whole point of offline mode is to be able to play without an internet connection, why is this a thing? Is this some sort of error or is this deliberate? I should not have to do this and really makes me not want to bother with Origin anymore.
SimCity is now DRM free, it'd be great if Origin was too.
