A Fix for CITIES De-Sync'd From Sim Servers! [ Edited ]

How can I get my lost cities back?  It as if they have De-Sync'd from the servers. I've also tried Re-Installing a long time ago which, took all day and nothing.
IMHO.. This is clearly a Sim Server problem
I cannot load the two in the image that SHOULD NOT SHOW AS EMPTY CITIES.
I've tried abandoning, reclaiming, going to single game and back, waiting a day or two.. And the cities will not load. 
Played Simcity for years and this happens almost every time I get far into the game and I am sick of it. 

FYI: This Region / Game "Arcologies All Around" is on America East 1 server

Just got a call from a "tech" representative and umm..
Was like a call from an Asian Gomer Pyle trying to fix the Hadron Collider!
