@Allyhansen411  Are the packs listed as owned in your Origin game library?  Open the library, click on the Sims 3 icon, then More > Expansion Packs (you might need to scroll down a bit), and see whether you can manually download the packs from there.  If so, go ahead and do it.  Otherwise, you'll need to contact EA customer support and ask for help.

@Allyhansen411  All EA games should appear owned on your Origin account as you download games through origin after purchase. On your new laptop your games should appear in your games library after installing and logging into origin. If not, then I honestly don't have answers. Maybe if you have proof of ownership(IE: Old receipts) of all the sims 3 content you own, then EA may be able to help you, but they are not obligated to refund you unfortunately. If you played them on your old laptop, how can they not be showing up as owned on origin?

Re: the sims 3

@Allyhansen411  Try clearing Origin's cache on the new computer:

https://help.ea.com/en-us/help/faq/clear-cache-to-fix-problems-with-your-games/

If that doesn't help, did you originally install your packs via disc on your old computer?  Sometimes Origin recognizes the presence of disc-installed packs even though they're not registered to the account.  (Sometimes it doesn't; Origin can be weird.)  If you did have the discs, you could try using them to install on your new laptop.  Even if it doesn't have a disc drive, you could borrow one.

Otherwise, EA support is unfortunately your only option.  I don't know why the website isn't working for some people right now.  You could try changing your location in the browser window to U.S. or U.K. if you haven't already, or pick a slightly different category (i.e. Origin instead of Sims 3, or vice versa.)  Or you could try using Facebook or Twitter, if you have either one.
