promo code doesnt work

Hello,

                       I took the survey for twenty dollars off any purchase over 19.99. I went to order the sims 3 Diesel stuff packs and i applied this code and it said it was invaild....the code is...OS3874XVC and the ref. # is 9182723040. Please help me understand why this didn't work.
