When I tried to open my sims 4 game on pc, it said origin wasn't installed, but it was. I tried opening origin but it wouldn't open, so i uninstalled it and everything in the 'C:\Program Files (x86)\Origin' file, except just plain origin which wouldn't uninstall as it said 'Windows cannot open the specific device, path, or file' and just wouldn't uninstall. I tried reinstalling origin from their website but each time I've tried to, it's said 'Error 9.0' and told me to try again. Please help!!!!!

First thing to do : ensure that your Firewall and/or Antivirus are not blocking the connection. The easiest way would be adding an exception for the Origin Client.You need to do this; add firewall/antivirus exceptions for Origin and open the needed ports http://help.ea.com/en/article/connection-issues-with-origin/#1
Make sure you have removed all files and folders related to the installation Origin.
Manually uninstall Origin http://help.ea.com/en/article/manually-uninstalling-origin/
Run CCleaner http://help.ea.com/en/article/how-to-use-ccleaner-to-fix-pc-issues/
Then go in C:\Program Files (x86)\Origin -delete this Origin folder
Now you have to go to your recycle bin and clean so there will no longer Origin exist as a file.
Restart your machine.
Install Origin as administrator ()very important) https://www.origin.com/en-ie/download

I managed to easily fix the issue by uninstalling origin using control panel. Then restart computer. After which, downloaded origin and the new client installed no problem.
Seems, that the computer requires and restart, whenever the error 9 pops up, in order for the "new" client to take effect. Aint got a clue why, but works for me!
