game stuck on 0%

I am trying to download sims 3. it doesn't move past 0% I have tried:

running it as an administrator

reinstalling it

using safemode downloading

removing firewall

creating a code on my desk top

running it as windows 7 compatible

pausing the download

I have tried everything!

Make sure Time/Date is correctly set in your machine.

Clear Origin cache https://help.ea.com/en-us/help/origin/origin/origin-my-games-list-is-blank/

Delete temp files: open the Start Menu and type %temp%  in the Search field  or click in the Run option in the Start Menu and type %temp% in the Run field.Press Enter and a Temp folder should open. You can delete all files found in this folder, and if any files are in use, they can be skipped.

Restart your machine.
