Help, I bought five used sims 3 expansion packs. I tried to install them but received the error “Game already activated”. Can I deactivate the previous user as they no longer own the expansion pack. If you would like I can email proof of ownership to you.

I'm afraid that won't be possible Once you redeem a game code on the account, you won't be able to use it on any other EA account. There's also no way to re-activate the keys.
And since the expansion packs weren't purchased from our store, we're unable to help in this situation. I would suggest reaching out back to the seller.

@UnderWorldRulerz currently the PC games are linked to the account where the key was first used. Once the key was redeemed, the game remains attached to that acoount forever. This is not a new thing and it's been years since this measure was introduced. Steam, uPlay, GOG, Origin, Blizzard/Activision (Battle.net), Rockstar Social Club, Bethesda.net, they are all using this system.
Bottom line, you can't buy second hand games anymore, as there is always a high risk that the game was already redeemed and you are basically scammed of your money.
Buy only from the reputable retail chains (if you buy from brick and mortar stores) and only new/sealed.
If you buy online, you can check the list of trusted retailers. The third-party sites from that list are authorized EA resellers. So either buy from one of those or directly from the Origin store. That way you will avoid things like what happened to you. There are a lot of people selling used games, fully knowing that those can't change ownership. And only using trusted stores you can avoid situations like this.
