Unable to modify or delete payment card on account

Every time I try to purchase The new sims 4 expansion pack it says they are unable to verify my payment card and when I go to the EA website to fix it I am unable to modify or delete my payment card on file. On top of that I was charged $1.00 5 separate times while trying to fix this problem, it makes me angry that I can be charge for something I have no idea about, but I cant purchase the game I want.

The $1 charges are used to verify the card and will be automatically refunded.
