@Imkiyah  That's quite a flexible price range.  There are really two categories of laptop to consider: one that's much cheaper and would run the game on medium settings, and the other that's over $600 and would handle Sims 4 and all current packs on ultra settings.  So what's best for you depends on how much you want to spend, as well as whether you want a true gaming laptop with all that entails (better performance, but also bulkier and lower battery life); or a lighter more mobile laptop that would only run the game well on medium, or maybe medium-high, settings, depending on how many and which packs you installed.

In the category of mobile laptops that would handle the game on medium (or maybe medium-high) settings, there aren't as many options as usual, probably because a lot of people have been buying these laptops to work from home.  But these are two good options for $430 and $450.  The HP is newer than the Lenovo, and the processor is a little stronger, although the integrated graphics chip is really the limiting factor for Sims 4.  The chips in the Lenovo and HP are equal for gaming.  (The HP comes in two colors, so links for both.)

A higher-end version of the above laptops is this Acer, with a stronger processor and a faster graphics chip.  It would still run Sims 4 in the medium-high category, but tilted more towards high compared to the ones above.  It's $530 or $550.

In the category of entry-level gaming laptops, I only saw two new options for under $650, one Acer and the same HP on various sites.  They have the same specs, so performance should be essentially identical: they should run Sims 4 and all current packs together on ultra settings, although when future (likely demanding) expansions are released, you'd probably have to turn some settings down to high.  Still, the dedicated graphics card in this laptop is several hundred percent faster than the integrated ones in the others.

I only saw the Acer at Best Buy, at least in your price range, but the HP is on a bunch of sites for around the same price.  The version on HP's own site has a 17" screen, but they're otherwise the same.

Amazon Warehouse also sells a used version of the Acer for $550, in case you're interested.

Re: Sims 4

@Imkiyah  That laptop will run Sims 4, but not very well.  While it's technically above the minimum requirements for the game, its weak graphics chip and 4 GB RAM will hold back performance, particularly if you plan to install a few expansion packs.

Additionally, this laptop comes with Windows 10 in S mode, meaning only apps from the Microsoft store can be installed.  (This doesn't include Origin or Sims 4.)  You could upgrade to Windows 10 Home for free, but you would need to do that before trying to download Origin, let alone Sims 4.

There are certainly better computers for Sims 4, and probably better options even in that price range.  If you'd like to see more choices, feel free to ask, and I can try to find a few.  Just let me know how much you're willing to spend.
