In my billing history it says that the game is processing!...

At first i just thought i was nuts. Everything is listed on my game as well it even shows what is in the pack which it didn't do before. I don't have access to the world or objects or anything.

just contacted EA and this is what they said is going on
"I would like to inform you as per my discussion with concern team a lot of players are facing the same issue. But this is to be fixed very soon as the specialist team is working diligently to fix this as soon as possible. We just admire some time cooperation from your end. I think it would not be more than a few hours as it is a game maintenance to enhance your gaming experience."
so another 2 hours or so...joy

I just checked my bank account back to when I preordered and the money never came out and it seems for toddlers either but that works fine. So I have just cancelled payment and will purchase again.

Restart your machine.

If your download does not start or stops, go to the Origin client, click on Origin /Application Settings / Diagnostics- and from there enable Safe Mode Downloading.
NOTE if your issue persists turn on Origin Beta updates https://help.ea.com/en-us/help/origin/origin/how-do-i-opt-in-to-origin-beta-updates/ and then restart Origin and check.

i also pre-ordered it but i couldn't download it on the 9th and now its the 10th and it still will not download

Guys, like emilygilesrose said there seems to be a billing issue. I went into my order history on origin and it says that the order for cats and dogs is still not through. I'm gonna try to figure how to cancel the order and try again. But yeah check your order history to see if the payment went through or not

Ok so here's a guide on how to fix the download problem:
(first, my oirigin is in Swedish so I'm just guessing what the options would be called in the English version of origin)
1. Open origin and in the top bar it should "origin". Click "Origin".
2. Under there you should see the option "order history". Click that and it should open up your browser and you will end up on myaccount.ea.com, where you see your account in great detail. And it should open your order history.
3. There you should see The Sims 4 cats & dogs and in my case under "status" it said that the payment is still "processing". That means your payment hasn't gone through and therefore you don't actually own the game.
4. Click "Cancel payment". Important to notice, since the payment hasn't gone through you actually haven't payed for the game and therefore haven't lost and money, so don't worry about that. I checked with my bank just to be sure.
5. Go on origin once again and re-purchase the game "The Sims 4 Cats & Dogs. I did just that and now I have the game installed and I will start playing right away.
