Origin Store Region

I want to buy BF3 Premium but when I go to the store on origin and in my browser, the spanish version from spain comes up. Now that's ok since I can read spanish perfectly but what ticked me off was the fact that the prices are higher. I don't even live in Spain! I tryed changing it India since that's where I'm moving to but it didn't want to change. Also, do I really have to pay full price for Premium if I already own B2K? I'd like to recieve a voucher for it if that's possible.
