There are plenty of things that could cause your problem. Try all proposed solutions in this link

Had the same error. If none of mentioned fixes helps you, this is the way that worked for me. It was a problem with IE connectivity, eventhough I was not using it at all:
1. Check if your IE works, even if you are not using it. You might get proxy server not responding error.
2. If so, download some advanced malware removal tool (I used Malwarebytes) and run a complete scan.
3. Reset your IE settings to default IE>Internet Options>Advanced>Reset to default.
4. Restart PC, start Origin and voila, it works.
I did also some other things, but I am not sure if they helped, I list them just to be sure:
- removed AdBlock from my Chrome
- temporarily disabled Antivir
- deleted all Origin cache
