I have an original Sim City 4 Deluxe Ed. for PC, no CD Player can i download?

I bought a Sim City 4 Deluxe Edition some time ago, just opened and want to install in my PC but it does not have a CD player. I have the manual and serial number but need to download the file, is it available?
