I have a PC and every time i try to download The Sims 3 game, a message box pops up saying "Origin needs to install files but is waiting for permission. Please choose 'Yes' when windows prompts you for permission." But windows doesn't prompt me for permission to install the files. I don't know what to do to give it permission.

Try running Origin as an administrator:
This runs the Origin client as an administrator account, and should let the game install.
Try lowering the User Access Control settings:

I have tried that but it keeps saying that windows need to give it permission.

lillotutt you need to do this make sure that your UAC is enabled and set to notify http://windows.microsoft.com/en-ie/windows/turn-user-account-control-on-off#1TC=windows-7
Make sure you are the administrator, run the setup file Origin with Admin rights http://help.ea.com/en/article/how-do-i-run-a-program-or-a-game-as-an-administrator/#2
And now restart Origin.

The best thing to do @GlowingGamerXOX in this situation is try lowering the User Access Control settings:
