Can I get games on Steam if I get them on Origin?

Example, I get Dragon Age: Origins on Origin for free, then is there any way I can also get the game on Steam because I already got it on Origin?

Not really, game purchased on Origin are automatically linked to your Origin account and cannot be then redeemed on Steam (same applies for the On the House games).
