Account security question validation

I would like to change the e-mail, but I do not remember the answer to the security validation question, can there be other ways to fix it?
I am in Taiwan, can not call customer service to the United States, with language barriers.

I do not have a mobile phone number from the United States or Canada, I come from Taiwan.
