Is your Windows user account an Administrator account? Are you running Origin as an Admin?
I assume you have manually run the following as an Admin also:
C:\Program Files (x86)\Origin Games\Dragon Age\__Installer\vc\vc2005\redist\vcredist_x86.exe

I have the same problem here is the Error : Liscence Inalided : Explain code : Missing DLL [NxCharacter.dll] Error: 0x7E.

Your issue may be related to your antivirus software. If you are using Avast then the following will help you:

If the issue persists then maybe posting your Dxdiag will give us more info to work with.

Check the forums first.
@EA_Barry This seems to be a problem for anyone with an AMD card, or those with an Nvidia card but not running the latest driver update, as the DA:O update doesn't include the PhysX executable (the redist and eula folders are empty).

For me it was the Visual C++ 2012 that breaked it all.
Uninstalled everything, reinstalled C++ 2012 in x86 and x64 in Admin mode (right click)

This is the message I get everytime I try to play mass effect 3, ive tried reinstalling the game with no luck, can anyone help?
