way of the assasin bug not being able to loot one of the lead assasins

hi i have a real pain of an issue trying to complete the way of the assasin quest and i am positive i have killed all of the assasin leaders but the one in the east side hills i can't actually find the loot pouch at all does anyone have a workaround for this and don't say to go to val reaux book merchant as i have been to all the merchants in that town and have already searched for anything to do with this and tehy don't have any
