unable to use certain spells 22 hours in [ Edited ]

My firestorm and mark of rift AOE ability are permanently greyed out. It is as if i do not have enough mana to cast them even though i am at full mana. The spells did work before but now they seem to be permanently disabled. I have reloaded older saves and the spells work for a bit before they stop working after a little while. I have restarted my game and comp to no effect and have run a repair on the game. 

Any suggestions on what could be causing this issue?

These don't use mana, they use focus, which is slowly built up as you fight. Depending on the fight and what skills you take (you can get a passive to gain more for combo abilities) you should be able to use an ability after a few fights. You can also get Inquisition perks (in Forces) to get more levels of focus.
