Tactical Camera while Mounted [ Edited ]

As of (PC) patch 1.03, I've discovered that I have access to the Tactical Camera while still being mounted, and am confused since up until now that wasn't possible, and there's nothing referring to this in the patch description. Was this intended? Is it a bug? Has anyone else encountered this? Any info whatsoever wold be very apreciated (:
