Does anyone still read this? - I have an issue!
I haven't drained the dam yet but the mayor has been found and sentenced to exile at my throne.
The quest till thinks I'm on the first stage, but there are no demons in town left to kill and the second stage (inform the mayor) is ticked.
The dam tavern is full of patrons but the door is locked, requiring a mayors key - which I never found.
I think I broke it by glitching through a pirate door whilst dismounting, and gaining access to a flooded cave. Thinking nothing of it, I continued down and killiled the rage demon down there.
I haven't heard of this issue before, but I agree that the door glitch may have triggered it. Is it too late for you to return to an older save file?
