Specialization operation doesn't show up

I'm at level 11 and have unlocked Skyhold and the Specialization operation hasn't show up at the war table. I thought that I may have just done the operation without realising it, but I couldn't find the trainers or find the quest when reloading an earlier save (when I was level 10).  Any help is apreciated, Thanks.
