Random dragon loot

So I attempted to kill a dragon, and being low level, not great gear ect., I failed. However, I later noticed that I had 30 dragon bone, 20 dragon scales, and 20 dragon webbing. Despite this, I never killed a dragon and am very confused.

If you have DLC, you can get those crafting materials in certain stores. Have you ever bought a bunch of crafting materials without paying much attention?
