I also got a email saying there was a billing issue, and was asked to update my payment info. I've recently got a new card as the one I used to purchase the game back in June recently expired. I had already updated my info however. I was also already BILLED back in June.
If I get double-charged there will be a problem. I post this here because Live Chat has already failed, and I just re-verified my payment method.

Please double check that you actually got billed back in June. For credit cards, you should only be charged shortly before launch/pre-order.
