Apparently a mod I was using was doing this. All fixed now after deactivating them.

I'm having the same problem.  You mentioned later on in this thread that this was caused by a mod.  Did you ever figure out which one?

I believe it was as a raven mage robe mod, the quest was glitched also because I didn't come from the right direction to trigger it.

I have the same issue, maybe you will help with finding out what mod causes this? My mods in attachment.

Edit: I managed to fix it merging files without hair mods.... and sorry I didn't pay attention to the date of your post ar the first time lol
