Offline world state import (connection issues workaround)

Hi, 

It is a suggeston, actually. There seems to be a huge number of people who simply can't connect to servers, so there's no preorder stuff and no custom world states for them. To us, that is. 

There is no clear solution on the items, although as the users have actually paid money for them, it is more of a legal issue. 

But for the world state, there must be a way to just download it from the Keep and import locally. Is it possible to conjure such a thing?

Unfortunatelly DAI isnt allowed in my country so I had to get it from the outside,and since I cant go online(because banned) origin doesnt recognise it,Im stuck with default state,still I passed the game,but I hate the default state :P a feature like this would be really welcomed
