No DLC with Steam purchase, even though Origin says I have it

Pretty much the title. I purchased the game through Steam, which doesn't appear to be the game of the year edition in Steam's browser, however when I check Origin it does say that my purchase is the game of the year edition and should include all DLC. In-game, however, the DLC does not seem to be activated. I'm not sure what the best way to check this is, I've just been going off the fact that the black emporium isn't available at my war table even after reaching Val Royeaux. Any tips?

Have you downloaded the DLC? You also need to be logged into your account from the game's main menu or it will not activate.

I don't have the game on Steam myself, so I'm not sure how it's organized there.
