Josephine romance glitch

About 30 hrs into the game Leliana asked me about my intentions with Josephine and my response should have triggered the romance. Right after this conversation I went and spoke to Josephine and she never acknowledged it. I'm about 65 hrs in now and the final quest is available and I spoke to Josephine many times and never got any response. I'm assuming it glitched out and there's nothing I can do now. Anybody else have this issue?

Do you have any of her Ops to do at the War Table?

None that I see. When I look at my completed Inner Circle Quests I only have the "Of Somewhat Fallen Fortune". I think two other Josephine specific quests should have become available but I never seen them.
