How do I preload Dragon Age: Inquisition?

This article indicates that we can preload Inquisition as of November 14th, but it's the 16th now and I still can't do it. I see the game in my library in Origin, but it is greyed out and on moseover reads "coming soon". Clicking on it does nothing (as indicated in the article) and I can't find a download button anywhere. Am I missing something?

This would be the release times. Those in the regions indicated by the first 3 lines can pre-load already.

The preload should start in a bit over 24 hours* for everyone else. 

*about 26 hours if the timezones are lining up correctly.

You're in the 2nd region, so you should be able to start the preload within 24 hours.

I'm visiting South Africa, I think our preload starts at midnight on the 21st (GMT+2) according to this list:

Or is that the release date? I'm not sure what "rolling out in your region" means.

So what your saying is that, even though the game will be released, we can't preload it ? 

Im in AUS, so release date is 00:00 18th of November, thats 5 hours away currently and I cant even load the game.
