Graphical issues- graphics downgrading in some levels [ Edited ]

My issue is that in some levels like Crestwood and The Western Approach, The Forbidden Oasis the graphics look much worse then the other levels and I don't mean the level it self but my character models, lighting and especially noticeable are my magic effects - the looks like I am playing on minimal settings or something. I tried changing the graphical options but nothing helped.I don't understand why this is happening, some levels rune smooth, others like I mentioned run like low setting, and I am running it on Ultimate. I have a Gtx 970 if that helps, but im curious, am I the only one that has this issue, is it a driver issue?
