The way you are describing the issue is exactly as how it is for me, although I play on PC. Everything seems to be working fine, exporting, logging in, connecting. When I try to start a new game however the custom world state isn't there, no errors, not even an option to "import from keep". This issue has been driving me absolutely mad, I sincerely hope they can fix it soon, as I am very sure the problem lies at their side.

Chatted with a Support person and linked this thread, he asked from a Specialist and said that they are already working on a solution and that they think its from compatibility of the in game files.

Same to me I'm on Xbox one and it says I need to go to the website to do a custom world and I already did only shows default so frustrated about this put a lot of time into this game hope they fix it glad I'm not the only one though.

I'm actually relieved to see it's not just me... I was starting to get utterly frustrated with this.
Tried every troubleshooting I could think of, went back and forth and still nothing is working.
I contacted them on their twitter https://twitter.com/DragonAgeKeep but still no reply and nothing at all to acknowledge this is happening. Bit annoyed cause I'm off for a week and really wanted to have some DA:I fun.
Hope they fix it soon and it's not completely forgotten behind the new games.

I'm having the same issues on my PC. Maybe it is a server issue because I've been trying to fix it since yesterday.

They owe an explanation. Instead of prioritizing a * game like Anthem they need to address their DA user-base.
