Dragon Age Inquisition - How to Get to The Upper Market - Red Jenny Quest? [ Edited ]

HI ...

I am trying to complete the Red Jenny Quest. I have one final piece to complete - gather the last red item in the Upper Market. I have read other posts where people haven't been able to get up to the Market and they were directed to go to the Map, make the upper market item active and just fast travel.

I have tried all of that and nothing has worked. The item in the Upper Market is highlighted but when I go to travel, the Map won't let me fast travel to it. I read somewhere that another person had the same issue, however, no one got back to him with a solution.

Xbox 360 is what I am playing on.

I am hoping that the EA Board will be able to answer it or at least help me out.

How is fast travel disabled? Is the option missing or does nothing happen when you try it?

Just in case it's not a bug, I made a short video demonstrating how to fast travel to the top floor.

In case it's a bug, I suggest you leave the area and return.
