DAI: no room to save, despite not showing saves (or having any in file) 2018

DAI is not showing any of my saves, but says i have no space to save, despite not allowing me to load anything or when I can load doesnt even show I have characters?

I've tried a clean reinstall, a repair. checked my folders to make sure my files were there and they are tried to move them and it didnt do anything is this just a recent update error?

like even when I try to save an option like sound or controller options it says it has no space.

This only just happened after a windows 10 update.

Make sure both Origin and Dragon Age Inquisiton are set to run as administrator. Here's a guide.

Origin can be quite annoying with save files when not running as admin, even if you are literally logged into the Windows admin account.

Didn't work.

I tried removing all related DAI files and doing a reinstall and again it's still claiming I have no save space.

I don't know if this origin specific or not I have them running as admin, tried compatibility.I'm usually good at figuring out whats wrong but at this point I'm flat out stumped unless there just a coding issue then that's beyond me. 

things I've done: repaired, reinstall, fresh installed, rolled PC back jic update bricked it, ran admin, ran compatibility,backed up saves and removed them, turned off cloud saves.
