DAI PS3 Black Emporium DLC not showing on war table

i downloaded it from the ps store and installed it to the game but it never shows up on the war table? like i even have one save thats 100+ hours into the game and a brand new save file and its not showing on either so i dont think its like i cant get to it bc i havent done other quests first. i've looked everywhere for a solution for this but i cant find anything that has worked 😧
