The first part, about the antivirus thing, means you just have to disable your antivirus for a moment and see if that allows the game to run. This is different depending on which antivirus software you have. If that works, let us know, and I or someone else will explain how to fix this permanently without having to turn off antivirus every time.
The second thing I mentioned is just turning the PC off and on again, but I guess most people do that regularly.

@ArcOfHeaven Instead of turning it off, you could click 'allow app' and find Dragon Age Inquisition. Normally it's in the folder Program Files -> Origin Games -> Dragon Age Inquisition, and it's called DragonAgeInquisition.exe. If it really is the virus software blocking the game, then adding the game to the "allowed" list would allow it to launch.
If that doesn't work, we'll find a different solution.
