Can't Connect to Dragon Age Inquisition (XBox 1) Servers

Trying to start a new game with an imported worldstate from Keep but I can't connect with a recurring error message of "Online connection: You must be signed in to Xbox Live to access online features, meanwhile checking my multiplayer connection in console settings tells me I'm fine, and I can get online for Mass Effect Andromeda just fine

I've already done most everything that can be done with the console to try to fix it
