Black Emporium Not Showing Up (PC)

On previous playthroughs (probably a year or so ago now) I had no problems with the Black Emporium... for some reason this time it's not showing up for me at all. Played until Skyhold, still no operation on the war table. I did some googling and tried the following things that were suggested by other people:
- Verifying my files through Origin (via "Repair" option.)
- Uninstalling and reinstalling.
- Deleting the Black Emporium folder in Updates -then- reinstalling.
- Downloading the multiplayer expansions?
- Deleting Origin cache files -then- repairing.
No dice though. BE is still not showing up. It *is* showing as installed in Origin, I see the files in my "Update" folder, and I'm not getting any error or anything when I start up the game. It's just not there lol.
If anyone has an idea what the problem might be... Any help would be greatly appreciated
