An Ideal Romance [Quest Bug] (PC)

Strangely, I cannot obtain the candles for this quest. I go to the marker and there is noone there that will give me the candles. I have looks for other reports of this case, but have not found any. What can I do to obtain the candle, or is the quest bugged?

You buy the candles from one fhe shops on Val Royeux, costs 0 gold I think.

Which one? I have checked all of the stores and not a single one has any candles. Maybe the merchant I need is bugged?
