Wayward Son Quest Glitch

I absolutely cannot finish the Wayward Son quest. The enforcer NPC cannot be looted to open the room at the private docks. I have reloaded previous saves more than 20 times. I bought a new disk. I’ve started a new game. Same problem every time.

Xbox 360. Regretting not playing on PC, really wish I had those console commands.
