Merrill using stone throw on herself bug

I have the PC version.

As title says, Merrill is using stone throw only on herself in tactics which shouldn't even be possible because the spell is not castable on herself.

My tactics look like this for Merrill.

Self: being attacked by melee / use condition for next tactic

Ally highest health / cast stone throw

but she will only cast it on herself when this happens.

I have also tried

Self: being attacked by melee / use condition for next

Ally: any / cast stone throw

and she still only uses it on herself. Basically teleporting where she was standing before.

I am certain the tactics use to work before when I first set it up, but at some point it became bugged.

Is Wrath of the Elvhen activated when you try to cast Stone Throw?

Rock armor, wrath of the elvhen, and blood of the first are all activated.

I have also tried everything from

ally: < > health/ mana and she still will cast it on herself as if tactics cannot evaluate ally at all.

The only way she will cast it on someone other than herself is using direct command like

Hawke: any / cast stone throw

Erf. I was going to suggest to make sure if she has enough mana when casting her spell but if it's working when selecting Hawke then I'm out of ideas. Sorry
