I am unable to complete the blackpowder promise quest.

I have walked around the whole map in the wounded coast and the cave, all enemies are neutralized, but nothing triggered. At this stage, the quest marker shows me to the wounded coast, then the cave. And I am unable to progress the story further.

I restarted the quest from my last possible save, and it went through. Not sure why I could not proceed earlier.
