Same issue here.
Could this be a similar problem to the one some of us had with ME3? Hope not as that one is still unsolved... mileyfrustrated:
Seems like pirates have the better experience once again. Avast!

Hello?
Do I just have to accept that I shouldn't buy any more EA games since the last 3 simply don't work for me? :/
(ME3, DS3, BF4)

disabling network connectivity doesn't help either, or it didn't seem to timeout within 10 seconds at least.

I can't believe this is still a bug. I haven't visited this thread since the game first released. Who lets a game breaking bug continue for this long?
Why would EA bother trying to compete with Steam if they aren't even going to ensure their games are playable?

Ok, got this resolved for me - it seems like Origin doesn't like setting Windows' RWIN autotuning levels above 'normal'.
You set it from an elevated command prompt with:
netsh int tcp set global autotuninglevel=normal
You may need to tinker with the other settings there. These work for me, but you'll have different network devices in the chain:
D:\>netsh int tcp show global
Querying active state...
TCP Global Parameters
----------------------------------------------
Receive-Side Scaling State : enabled
Chimney Offload State : automatic
NetDMA State : enabled
Direct Cache Acess (DCA) : enabled
Receive Window Auto-Tuning Level : normal
Add-On Congestion Control Provider : ctcp
ECN Capability : enabled
RFC 1323 Timestamps : disabled

Message "looking for downloadable content" and does nothing, I've tried repairing inistalacion and update the game but the message is always displayed.
October 2014
The problem is still on.
Learning from this I consider stealing every EA game from now on.
December 2014
Another solution: If u have windows 8 or above run in admin mode and it solves problem no matter where u have it installed.
