Red Alert 3 not launching on steam?

Game will not launch on steam windows 10. I have tried pretty much all Tshooting i could. EA support themselves pretty much told me to get a refund. but others are playing it?. I click play in steam, button turns to "stop" as if it is running, then within seconds turns back to play and nothing happens. I have done clean boot. uninstall/ reinstall, -win, opening app, running as admin.. yadda yadda. any further suggestions or help would be appreciated.  also, every other C&C/RA3 game launches and runs fine, just the base red alert 3 does not.
