First you need to click "Add Funds" and check the prices.

This is a purchase that will need real-world money to buy ingame Funds.

Once you have bought the Funds, you then click the (+) symbol next to packages or command points (CPs) to increase their maximum storage.

You can also buy CPs 12 at a time by clicking he (+) near the left-most number in the display to the left (showing CPs remaining).
