Really annoyed Can't build any soldiers and when i click on supply packets it just clicks another building

How lame is this ****, all i want to do is build a god **bleep** solider i have a lvl 5 Hand of NOD and HQ & Defence center yet i still cant see how the hell u supposed to build any soldiers or defence structures. And is there anyway tog et supply crates without clicking that f**** packet icon that never works...
