Friend can't join

My friend wants to play with me on Tiberian 42 but she can't choose her location, every location is red. I found out that a server is only for 15000 players, but can the server be full? because only 12797 players are listed in the "Ranking" tab. Furthermore, there are lots of afk players, so why they can prevent other players from playing on this server so long? Are they getting kicked in some time? so she can wait for a little and start it then. Is there a chance to get on this server yet?

If all starting positions have been claimed then there unfortunately no other way.
However we just started Firestorm 13, so you can always start together on that World or on another world in the near future when it is launched.
