Red Alert 3 Reached License limit

I recently rebooted my computer to factory settings. Once finished re-installing Red Alert 3 I am presented with a window telling me that I have reached my license limit and the game cannot start. I've tried searching for EA/Origin Customer Service number but had no luck. What do I do now?
