After trying on and off for months/years, I have FINALLY got Generals and Zero Hour to work on Win7/10 from the Origin "Command and Conquer Ultimate Collection".
I found this thread while trying to Google an answer as to how to get it to work, and was somewhat shocked to find it is a years old issue, and still getting posts just a week ago :O
Anyway, here's how I got it to work... which may work for some others who still find this thread while searching for an answer:
1. Go to C: (or whatever drive your user home folder is on) --> Users --> <your user name> --> My Documents --> Command and Conquer Generals Data
2. In that folder, there should be an options.ini file; open it with notepad etc.
3. Find the line "Resolution = 800 600" (the default resolution) and change 800 600 to match your screen's resolution. Save.
4. Do the same with the options.ini file in the Command and Conquer Generals Zero Hour Data folder.
5. Generals and Zero Hour will now both run! (Well, they do for me now, after changing those settings).

It would make sense that changing the resolution in the .ini file would fix a directx problem...... mine was sitting at 1920 1080

The resolution change on the Options.ini file worked for me,
my default was 1900 1080 (because at installation, I chose the 1080 of resolution option), changing it for 800 600 made the difference.
I had a hunch when installing that this option would give troubles.
