Just to confirm the outcome, I did go back and uninstall all Visual C++ packages and reinstalled, rebooted, started in Online mode and it crashed. So I repeated the process, started in Offline mode and the same crash. So for me at least, the Online/Offline solution appears to have no bearing. I've also noticed that it always boots with 132 MB of Ram utilization, regardless of network mode. Also, I did look for a Crash Dump file and while I have them for just a couple other applications, there is nothing for Burnout Paradise. It's almost like it never gets past creating the icon in Task Manager. I'm hoping some of this info helps.

@EA_AndyUninstalled all VC redists I had (2005-2017) and only installed the 32bit 2015 redist. Ran Origin as admin, launched Burnout through offline mode and I'm still getting the same crash at the DMV screen. Surely its safe to assume at this point that it is not a problem with the redists?

Thanks for getting back to me after trying those steps.
We're going to continue looking into this to try and narrow down what the issue might be.

as far as i understand it has, at least in most cases, to do with Memory issues.
can this game even allocate enough to not bottleneck itself ?
is this running in 64bit or 32bit ?
turning down texture quality helps most of us.

Andy is there anything else we can do to help? Would logs from inspection software like Process Monitor and Wireshark help?
