Dump is full, can't complete monorail quest

@BurghBaby this bug, which we discussed several months ago, was complex and caused by the same users who had filled the garbage dump before receiving the other buildings (recycling factories and Rail Yard or project center), not being able to empty it afterwards!

@Bafanc Yes, I read the thread... I was just letting the other poster before mine know that there is another way to get to the blueprints.

Just trying to be helpful to other players.
